A person should seek counseling if they are feeling upset, anxious, or stressed about something. Everybody goes through a period of stress, anxiety, and depression at some point in life. It is hence a positive step to seek counseling. A person should seek counseling if they are being diagnosed with a mental health condition. It is also necessary to seek counseling when a person is feeling anxious and depressed caused by physical illness, lack of job satisfaction, relationship issues, marriage issues, work stress, burnout, adjusting to a new city or country, child issues, exam stress, and so on.
Watch out for these signs that indicate a person needs counseling which is anger issues, change in eating and sleeping habits, change in personality, lack of hygiene, lack of concentration, and using excess alcohol and smoking as a coping mechanism to deal with stress.
Everybody goes through a period of feeling anxious and depressed at some point in life. Counseling is a positive step to feel better.

Hi... There are no prerequisites to seek psychological counselling. A simple breakup, academic or career related issue, a quarrel with spouse/family/friend, office politics, unfulfilled expectations of self or significant other, etc. anything that is impacting one's personal health (physical/mental) is good enough a reason to seek psychological counselling.
More prominent signs of an underlying condition (disorders) are varied which may or may not be apparent in all cases. Sometimes the signs can be very latent and may not be observable to a laymen.
Still in a very generic way, one can be vigilant to any changes in sleep, meals, personal hygiene, social activities/interaction, attendance, etc. A sudden increase or decrease in these variables need to be probed by a professional to ensure that a person is not suffering from a mental health condition.
