Hi. My right eye's iris has a small white/cloudy spot on it. No pain/itching/watery discharge. No changes in vision either. Can this be due to dry eyes? I'm using refresh tears eye drop 4 times a day.

It seems to be due to allergy aggravated by dry eye.
Apart from lubricant please put some antiallergic eye drops eg betoact 2to3 times daily. And do cold compresses by ice.
You are having allergic conjunctivitis and peripheral keratitis
Start on loteprednol eye drops 4 times per day for 1 week
And slowly taper every week
Use lubricant eye drops
