White skin post itching

Asked for Male, 54 Years

As my father is having little diabetic and bp. He gets itching on his neck and arms and after itching that places becomes dry and dry skin comes out and after it white skin can be seen through out the neck. As per dermatologists he is on medication from last 4 months but doesn't seems to be working. Please find attached photo of neck and arm. Medication: methoxsalen 20 mg,levocitrizine dyhydrochloride tablets,koksid tablet,tacrolimus ointment
