White,red bumps on penis and scar as wel

A group of white,red bumps started appearing on my penis head. This was happened previously but 5 months before but it got cured but scar remained like that only. After 4 months it got resurfaced but heavily. Attached the photos as well please go through them. I just want to know weather it is a STI or STD or YEAST or FUNGAL infections? Will the scars be gone? What kind of treatment should be taken? Is it because of hegine? Thanks in advance for the solution..
