White little things attached to Hairroot

Asked for Male, 23 Years

I have small white hard stuff attached to my hair roots. When i run my hand on my scalp i can feel them and can pull them out using my nails which also is making my hair come out. I have lost many hairs due to this. What are these little white things (they are not dandruff) and how can i treat them ?
