When i touch it .It do not pain.tickling
When i pull foreskin inside which thingh is present its boundary some part is red and after some weeks their is white solid particle like dirt and when i rub that part then same particle appears

It can be due to faulty cleaning habits, or some infections like fungus(most common) and bacterial. Clean the part properly after retracting the foreskin, and apply coconut oil. Try it , and if not relieved do consult me or any doctor you know of.
