What action must be taken? Video proof.

Few weeks back I went to a clinic in Ludhiana for getting an injection administered.The doctor over there was very unhygienic as she was loading the syringe with the medicine and then she went inside her other room where she took off the new needle from the top the syringe and installed the other needle over it which had been earlier used on other patients to best of my knowledge as the needles were lying open without any seal cover over it and the doctor installed this contaminated needle on the top of the fresh syringe which the patients got with themselves. The patients hardly utter a word because she is the only lady doctor in that locality. When I raised objection, she shouted at me and told her female employees to throw me and my sister out of the clinic. You also being doctors know what's right and what's wrong but few people like Dr. Madhu in New Tagore nagar ludhiana are playing with lives of the patients. Can I bring a penal action against her but I have video proof .
