One of my friend has no vas deferens..is there any possible way to add vas deferens by any surgery in India or any country ?

No but he needs evaluation as unilateral absence of vas deferens associated with various other conditions like absence of same side kidney

Having no vas deferens on one side would not har. Your friend but it is a marker of certain things which need to be ruled out by diligent examination and investigation. And no a vas cannot be added by surgery, neither in India, nor abroad ( India has a very well established health care system now with trained doctors, so rest assured,if it can't be done in India , it can't be done anywhere)

get an ultrasound abdomen and pelvis ( to rule out anomalies like absent kidney associated with it)
