If testis is not seen in scrotum... it can be undescended or absent or atrophic Thorough evaluation n examination by a pediatric surgeon is must. No test like sonography is good for diagnosis.... clinical exam by pediatric surgeon is most imp. Please visit a pediatric surgeon to clear it doubts . You can book my ( dr.kshama kulkarni) appointment through practo/  directly
Next Steps

Provide more details Age of baby And total absent of both testes or 1testes  only If both testes are absent We have to do somography of abdomen and pelvis to search for testis Sometimes they are near to inguinal region, Or sometimes in abdomen or just above scotal sac. If just above to scrotal sac ie retractile testes then we have to go for surgery  after 6 months of age but within 1yr. Need to examine ur baby once by nearest pediatrician And if needed by Pediatric  surgeon.
