What is considered as uncontrolled diabetes? Also what is the difference between fasting sugar levels and before meal sugar levels?

Uncontrolled diabetes FBS >120 PPBS >140 HBA1c > 7% fasting sugars is done first thing in morning with 8 hrs of fasting when as before meal sugars is sugar test done before meals.
