I have been getting throat infections and cough from Jan 17. Once or twice I had taken icecream / cold fruits, after which my voice became very hoarse. This problem is recurring now, and voice is hoarse even when there is no throat infection.

Repeated throat infections occur due to infection persisting in tonsils (chronic tonsillitis). Persistent infection in throat caused swelling in vocal cords which is the reason for hoarseness.
Next Steps
Visit an ENT doctor for a thorough examination. The doctor will be able to determine the severity of your problem and determine further course of action which may be medicines or surgery.
