I tested hiv duo combo on 30th day negative with value of 0.13 . But I done hiv 1&2 Elisa test( antibody only) on 45th day which is also negative with value of 0.19.Am i safe? Is 45th day hiv Elisa test is reliable or not?

It is reliable for that period but to be 100% conclusive, you need to do the tests on 90th day as well.
