Swelling in penis

You should have given a pic.
However it looks your foreskin got stuck behind head of penis and got stuck causing swelling in front portion of penis. It's due to block in venous flow.
Go to Urlogist to adjust the skin back. N0w it might in PARAPHYMOSIS condition.
