Mt sister has swelling in the muscles below the finger joints (no swelling on the joints) without any pain or stiffness, aldo no redness and tenderness. The joints look normal from all the sides but the fleshy part below the middle joints is slightly swollen. It comes and goes.. its only on the right hand. Dr suggest to do blood test... RA factor is 4.7 ul (normal) ESR is normal, ANA test is negative. She has slight low hemoglobin I think it's 11. Did she have any risk for Rhematoid arthritis... pls let me know sir.

RA factor being normal, the chances of having rheumatoid arthritis is low. However, in sero negative arthritis (incidence is low), the tests may be negative in spite of your sister having arthritis.
Next Steps
Best situation would be to get Anti-CCP (blood test) done. This test is more specific for RA.
