Sudden appearance of red rashes on face

Hi Doc, Good day! Actually my frnd's father suddenly got red rashes on his face y'day night .not so itchy but yaa few days back he also had some vision issues and as per checkup they got to know it was cataract. And now this sudden red rashes .He also has Sugar level. So please advise the possible causes of these rashes. Thanks for your precious time out and advise. Regards
