My father has aged 65, he is diabetic. He is quite active though a little skinny and does a lot of work on his own, his left hand doesnt move similar to the right, it moves only about 90 degree, n not above. Need physiotherapist to help.

Its important to start with physiotherapy as it looks like frozen shoulder so if you consult at this stage it will be tackled effectively and in short period of time and it will also help in avoiding taking steroid later on as steroids are not good for body. Consult nearby physiotherapy centre.
Consult physiotherapist as soon as possible !
And according to symptoms you saying it might be adhesive capsulitis(frozen shoulder)
But proper assessment is needed to rule out other pathology!
