Spots on chest and back

Asked for Male, 22 Years

I have red spots on neck and chest. There is no itching and no pain on the spots. It has been more than a year since the spots persist. The red spots get faded sometimes but then the spots again come back. What can be the reason for the spots and what could be the remedies?
