Hello, I understand your concern and am sorry to hear about the condition of your father. Looking at the MRI report and your history, it’s highly unlikely that he is going to recover from this. There is significant cord compression at multiple levels. He needs immediate decompression surgery and since it’s been too long after the accident, recovery post surgery is also doubtful. If you are not planning to go to a hospital or not willing for any surgical procedure, then all you can do is give him good support and then try physiotheraphy.

Sorry to hear about your father condition . But won't be giving any false hope.  As u have not mentioned complete treatment given to him. So with spinal cord injuries it risky to move him further like sitting etc what u have mentioned . As spine column is not stabilized and further damage to spinal scord can happen.   Spinal cord injuries are emergency. surgeries need to be performed immediately ,When these injuries  happens after checking all parameters and condition of patient if stable  (specially anesthesia point of view ). As of till date it's rare that  patients are  able to regain  full recovery or partial recovery of functional limbs(legs) and able to sense the sensation for urine and bowel  .
Next Steps
you can try neuro -physiotherpy after consulting Spine surgeon . but it will be of not much help. but it's always said keep hope and  hope for best .
