Smooth patch of dry skin

Asked for Female, 16 Years

Hello, to cut to the chase I have this smooth patch of dry, scaly looking skin by next to my collar bone and nowhere else. As far as I know, I don't have any allergies and I haven't been hot today. It wasn't there at the start of the day. I really don't know what to make of it.
