Hi. Broken capillaries are basically dilated blood vessels below the skin. They are commonly seen in people who have a sensitive skin, thin skin or a skin condition called Rosacea. Sun exposure, exposure to extreme cold or hot temperature or thinning of skin because of overusing steroid creams can make them more visible over a period of time.
