  4. Skin rashes in penis. Of this problem?

Skin rashes in penis
Rashes observed in penis from few days. It used to recover after 4 to 5 days. But problem start again after 3 days. It itches also. After itching some white particles of skin come out and after cleaning all these particles of skin no more itching persits. Please suggest how to get rid of this problem?
