Skin Issue at private part. Suggest.

Hey doc, i have a dead tissue type thing growing over the skin on my private part. Actually it has grown over a period of time. Initially I ignored since I considered it at as scratch which will go over a period of time. Howere evertime it gets rubbed somehow it starts to bleed again and in return the size of dead skin increases. This thing is now couple of millimetres in dia and i can easily feel it. It is actually above a vein snd hence whenever it get rubbed it starts bleeding and it bleeds like anything. I don't know what exactly it is. I even don't know if it is a sexual disease or skin. I think it is skin since i have never been in sny kind of sexual relationship. One snap of the thing is attached herewith. Please suggest.
