I have a blister that poped on its own, it was healing fine until today when I saw red dots around the area and it is opened again

Thanks for the query. It appears as a superficial infection of the skin caused by a bacteria,It should respond to a topical antibiotic cream applied twice daily for 5-7 days. However if it is recurrent, predisposing factors should be checked and evaluated. Your dermatologist will decide a treatment plan for you after a consultation.
