My daughter was born iugr at 38 weeks. She was completely reddish in color when she was born. Doctor suggested to use calamine lotion. Attaching the picture of her neck area.

Try baby moisturiser
If dark colour persists or if there is any hyper pigmentation

Regularly do oil massage and after bath apply baby cream
Next Steps
Skin will turn to normal colour in few months, if white patches increase meet a dermatologist.
