I am 23 years old and I have tried to have sexual penetration but it didn't happen because as soon the penis is about to enter my vagina stops lubricating and my arousal fades and so the penetration cannot happen. This happens because I have fear of getting hurt in my vagina and bleeding. Suggest something to have a smooth penetration for the first time.

I think fear of pain makes ur pelvic muscle in contraction status that may give more pain if at that penis try to penetratre u.
So u need good long foreplay that make ur vagina so wet and sticky than devert ur mind in other activities and don't think regarding pain while penis penetration. Allow penis to enter into ur vagina slowly.
