My mother have no hypertension history.but suddenly she has high blood pressure of 180/106.she has also some covid 19 symptom. does covid 19 lead to high blood pressure.

Not really . But any stressfull situation can lead to high blood pressure as she is undergoing an acute illness bp can be high.
Consult to start on some medication which can be titrated according to her BP.
