Sensitive glans,hurts when touch

Asked for Male, 16 Years

I am 16 years old boy and I've problem with my penis. My glans hurts when I touch it. I am uncircumcised,but I don't have phimosis. However when I am erect my penis doesn't peel down and I have to do it by myself. When I do it my skin painfully pulls down but when I try it get it back up it sticks on my glans and it really hurt to do it. When it comes to the glans, it hurts as well,I have visit doctors and the things they have told be didn't help.
