You are already suffering from h pylori infection and for which you are taking treatment also and you are having duodenal ulcers and erosions and first you complete the treatment and if not emergency you can wait for few days till your first problem will solve or  under control. If the inguinal scrotal hernia is not an emergency at this point you can withhold the surgery for a few weeks. But the final decision is depending upon the general surgeon who is operating on you and elaborate in detail regarding your health issue and ask you whether you can postpone the surgery till you become normal.
