Rule out ectopic pregnancy bhcg <1. 20?

I took a serum beta HCG test on May 2 (more than 8 weeks after sexual intercourse) and it was <1.20miu/mL. I had 5 days of normal bleeding after that. Due to mild abdominal and pelvic pain on one side I did an abdominal ultrasound 3 days back which showed a paraovarian cyst of around 4.6cm, ET 8mm and polycystic ovaries. Now I haven't got my period yet (38 days since last cycle) and the mild pain comes and goes. It is not severe, does not interfere with my daily activities. It has been 15 weeks since last intercourse and I know it is highly unlikely for an ectopic to last this long. And I also have a negative serum HCG (<1.2miu/mL,  2 months  after protected intercourse) and had 5day normal menses. So I just want to be sure. Can the pain be attributed due to the paraovarian cyst? And late period due to polycystic ovaries? Can I confidently rule out an ectopic pregnancy?
