Dear,I can't tell you why he has stopped seeing after retinal surgery as without seeing Retina nobody can tell you.
Next Steps
consult your retinal Surgeon and ask him the reason for visual loss.or else take second opinion from other retinal Surgeon.

Diabetic retinopathy has various pathologies.
Will need to repeat his angiography and OCT.
whether Silicone oil is used in surgery or gas.
Usg bscan can be done.
