Reddish Rashes with little iching

Hi I am having reddish Rashes with little iching and water a bit in it around left chest part and on hands. this is second time I am getting, initially it is less and not reddish. please help me what kind of problem is this and does it spread? why does it comes? thanks in advance. please help me with proper medication.
