Red spots on penil head and foreskin bla

Asked for Male, 33 Years

Before a week i saw red tinny spots on my penil head.. one person suggest me to clean up with dettol.. i was cleaning regularly.. but after 2-3 days suddenly my foreskin started burning.. and became black after some time and dry also..when i pull foreskin back its burns... i am using cream on it. But not going good.. please suggest me
