Red spots on genitals

Asked for Male, 20 Years

I am having these red spots on and off on glans only. Also i have inflaned urethra and pain in testicles and pelvix region. i have gotten tested for hsv igg, igm, chlamydia, hiv , rpr , urine and semen tests : All are normal. I cant figure out the problem.
