Red splotchy skin on legs

I have a weird series of either bites, or a rash on my thighs. They are splotchy and red. They do not itch and they do not hurt. The first spot I noticed is fading, but new spots have arisen.

I have this red splotchy circle on my palm. It hurts to close my hand. Like a burning/stinging. It was sudden, overnight. I had it before a few months ago, it took a few weeks and the edge started peeling all the way around, and finally went away and now it came back all of a sudden. It’s about an inch in diameter.
