Red shiny itchy penis

Asked for Male, 25 Years

Hi, I have a red shiny itchy spot on my penis, while the remaining of my penis is dry. Noticed this problem 2-3 weeks ago. Applied moisturizer on it ( venusia max) which seemed to have made it better but not that much. Therr is a constant itchy feelinh as well. Should I try itch guard? Which doctor to consult?
