I suffered a small red rashes all over my neck front&back shoulder and also in my chest. It was so itchy if i sweating.

Hello there...I can understand your concern. It is very difficult to diagnose skin disease just from few pics, unless there are classic lesions. From your picture it looks like you could be suffering from milaria rubra, irritant contact dermatitis, maculopapular rash, etc. Kindly consult a dermatologist for further evaluation and treatment.
