Red dots around wound.

Asked for Male, 25 Years

I had an accident on 23 sept. My 3rd metatarsal bone is fractured. Also I got scratches near knee area. I had cast on my foot. The scratch near knee area does not pain. But there is hard layer of cream over wound and red spots around wound and dry skin. Please suggest me in this.
