Red, bumpy rash

I've been fighting a red, bumpy rash for almost 2 years. Seen general doctor, dermatologist, and rheumatologist. No answers. Comes up mostly on feet or elbows at random times, lasts 2-3 weeks. Is not psoriasis or ringworm.
