Rash on forehead and itch

Asked for Male, 30 Years

Hi, My age is 30 and from some days, I am experiencing itching on my scalp and there are some (2 or 3) white flaky type rashes on my forehead and also some rash on the tip of penis. I used creams, lotions, etc, but the problem has not resolved. Can you please suggest what it is, whom to consult, what is the treatment?
