Putting tube is the only option to correct flow?
USG scotrum and uroflowmetry report attached.

As uroflowmetry suggest there looks a neurogenic component too for your decreased flow.first you need to look for post void residue if its high you need to put a tube
About the hydrocoele it all depends on how symtomatic you are
