Some babies may have delayed onset of growing teeth. If no teeth appear beyond 13 months, you'll need to visit your pediatrician, who might consider blood investigations, most important being for thryoid issues.

In some children , teething may be delayed. Give some vitamin D and calcium supplement. Also get the child physically examined by a pediatrician to rule out any pathological cause.
