Problem with speech and response

Asked for Male, 3 Years

My son is nearly 3 years old but has not started talking properly yet. He can only say one word at a time and doesn't communicate as well as his twin brother, who responds properly. He was underweight at the time of his birth as well. Please suggest ways in which we can get him to talk and respond normally like other kids
