For something as important as applying for defence sector, it is important that you get your brother assessed in person by a Psychiatrist, preferably one from a government hospital if any kind of official documentation is required. It is better you take him to a Psychiatrist in your city rather than looking for help on an online forum, given the seriousness of the situation.

Hello there.
I can understand your concern.
Where is your brother?
I cannot see him.
Also, i do not know what exactly he is suffering from.
Don't you think you should have mentioned the history?
Kindly consult a psychiatrist in person for further evaluation and management.
Best regards.
