1. Daily use of sunscreen - gel based - in day time of SPF 30 applied half hour before sun exposure
2. Daily bed time use of retinoid cream would reduce the oiliness
3. Peeling agents and skin lightening agents like glycolic acid 12% prescribed by dermatologist for reducing tan and improving your natural skin colour and reducing spots - this can be left overnight if your skin can tolerate it and if there's no irritation. Or else see a qualified dermatologist and he'd explain and alternative way to use it.
