Phimosis Type 2. A ring in this case?

The foreskin is able to move both ways without any pain but the glan head is always slightly exposed (2 cm diameters circle with the center as pee hole and has little wrinkles due to exposure and dryness maybe) which is unusual. This state is from 3-4 days and the urine takes more time. Tomorrow being a Sunday, can I wait for another day and see a doctor on Monday? Is there any risk/emergency? Is it an infection? Would it be cured with the medicines or need to use a ring in this case? I feel that there could also be some swelling because of the size of flaccid penis. The color of the glan looks normal so far. If I try to recall, this whole thing started after washing penis thoroughly with a soap (scented one that is provided at hotels) but I'm not really sure if that was beginning or the reason to get into this condition.
