Phimosis and itch

Hello doctors, I have a tight foreskin also the glans and foreskin are itchy. There is some white stuff under the foreskin. I have also visited a doctor near me he prescribed t bact ointment and some tablets which did not help with the itching and he also recommended circumcision I do not want to get circumcision. I am using the candid cream attached for 1 day and there is no itching. Can I keep using this cream? Is there any way to get rid of phimosis without surgery. I am diabetic.
