Tissue diagnosis report not seen . The please share CA 19.9 , CEA , and biopsy report if any already done . Considering this as a malignant disease of pancreas (primary), with liver metastasis - it will Stage IV . Treatment plan should be decided considering patients health status also ( performance status for which I need more history ) Mostly considering the stage chemotherapy will be the first treatment considered after getting a tissue confirmation . The intent of treatment may be kept as palliative rather than radical .
