You seem to be having dry skin. This dried skin tends to crack and peel off as flakes like dandruff......to prevent this try to use body moisturizer.
It could be fungal infection too. To diagnose this you need to meet a Dermatologist and get evaluated

After bath do not leave the bathroom without applying moisturizer on the penis shaft, groin and scrotum
Do not use a scented one. Use plain Moisturizer.

Pubic hair can also cause itchingm keep it trimmed. and Dont shave it totally as shaved skin also itches.
Trimming pubic hair will keep it easy to manage and prevent sweat from accumulating there.
