I have a cluster of bumps on my penis, I've been cleared of all major STDs, I saw a doctor regarding the bumps and it was his opinion that it's not a STD. What is it?

Hi It may be smegma. Smegma is a white color collection of shaded epithelial cells, oily secretion and moisture. It needs to be clean every day. Thank you.
