Painful frequent urination with blood

Asked for Female, 22 Years

For 4 hours I have frequent urgency of urination. There is bit swelling in my urinary opening and blood pieces are coming in the urine. What can be the reason for this? And how severe is this and how can this be treated? I have been diagnosed with PCOS and UTIs earlier
